Innate Talents are permanent passive bonuses chosen during character creation for your player character. You receive a limited pool of Fate Points to spend — each talent costs points, and the total cannot exceed your budget.
41 of 137 talents have an upgradeable tier — spending extra points on a second rank grants a stronger version of the effect. Tier-2 selection replaces the base talent, not stacks with it.
